The only Carriers you could ever need, or want, are the Jem'Hadar Dreadnought, and the Xindi squid.
As for what weapons, I myself am an Antiproton purist. I suggest all beams, and you need to have both the crafting omni-beam and the ancient omni-beam placed into aft slots. As for the hangar pets, the one and only pets I use are the Elite Swarmers.

Any of the T5 or T5-U carriers you get will have their pets nerfed because they came out with the T6 in the winter event. If you have that one, it is one of the best ones you can get cheap, and is science focused. However, if price is not an issue, and you don't mind a tactical focused carrier, I recommend the Xendi Aquatic carrier.
The Xendi ship has excellent turn rate, and can do decent damage itself because of its Boff stations.
Another one that is good is the Jem'Hadar Dreadnaught Carrier. If you also get the bug ship, then you can have them as pets as well. It is great for tanking and DPS.
As far as I know, those are the best ones. Though, the pets for the Aquatic carrier don't last nearly as long as they did before getting nerfed. Now you will need to keep spawning them all the time, and that is with the Advanced, and Elite. The ones that come with it are completely worthless.

I don't recall any such trait existing, or at least the Wiki doesn't have it. But I did find the trait that allows your pets to rank up faster, which helps when you need to deploy new ones every few seconds.

I didn't know it went up that high. sooo not worth that price. lol. Just put more power into Aux, and then you can just respawn them faster. But I wouldn't pay more than 1 million at the most for that trait.
The characters I have it on don't get 16 million EC worth of an increase. lol.

The tholian recluse is a great ship as well. It's a powerful healer, should you like it, has some of the few pets left that actually do damage, not to mention the team buff, and can be a very strong tactical oriented ship should you prefer.

Recluse is good, either as a quasi-science ship or a somewhat odd tactical ship (its down a weapon but for once the pets do actually make up for it).
Breen is good, it is also an excellent hybrid sci ship or oddball tac ship. Its pets are not quite as good as the recluse, but still quite solid. If you have this, don't buy a recluse -- they are almost 100% interchangeable unless you have a specific goal in mind.
The karfi is excellent. Its a true science destroyer concept... high tac with a 4/3 gun layout, good pets (frigates) and heavy science supporting the tac damage, it can be brutal. It is fragile, for a carrier.
Xindi is a strong ship, good pets and more tactical for playstyle.
Avoid the obelisk, it is a 6 weapon engineer's cruiser that is sorely lacking, weak pets and weak dps potential. Not a big fan of the fed's science carrier, it does not support frigates.

Leech, Zemok/Rugal, lots of things that are cornerstones for high end builds.
Because people do pay that much for things? The Leech and Zemok are ~40 mil last I looked, and they are being purchased. I bought an Astika for 100 mil EC fairly recently.
Further, there's no real EC sinks. There's no Exchange fee reducing the amount of EC in the market, so the guy who sold me the Astika now has 100 mil to play with, and maybe he'll buy a Leech, a Zemok, and a Wing Commander trait.
Prices are high because the money is there, and people generally aren't stupid enough to list things for less than they can get for it. Especially when there's no price or penalty to listing too high and getting the item returned to you.
There are always people who want to improve the performance of their ship or those who want a better ship. Therefore, there will always be people will to purchase items from the Exchange. Since there is always a demand for certain things, sellers can set a pretty high price for their wares. The more performance you want, to more you are gonna have to pay.
I purchased the Plasmonic Leech for one Fed engineering toon because I wanted to boost power levels; I paid about 30 million EC last summer. I also purchased an Ultra Rare Conductive RCS Accelerator Mk XIV [Turn] console because it increases the base turn rate of the ship by 95% for about 15 million EC.
For my Fed Aligned Rom science toon I purchased a Temporal Science Vessel for about 145 million (pretty cheap actually) because the Singularity Core subtracts 40 power point in exchange for Singularity abilities that I do not use very often. Since a Science toon needs to devote a lot power to Auxiliary Subsystems to use science abilities effectively, that do not leave much power for weapons. Currently flying the Breen Carrier since it is science heavy and uses a warp core. I bought the Temporal Science Vessel as a hedge in case Cryptic does not release a T6 Romulan science ship.
In the event Cryptic does not release a T6 science ship, then my science toon will eventually fly the Temporal Science Vessel. If a T6 science ship is released, then the Temporal Science Vessel will go back on the Exchange and I will likely be able to sell it for a small profit (probably 10 million EC) since I bought it at a pretty low price. At worse I will breakeven, but I don't think that will happen.
On the KDF side, I purchased the T3 Vandal for 800 Zen (on sale) so that all my KDF toons will have access to the Plasmonic Leech.

it isn't that much. You get about 1 mil / hour or so, hour and a half if killing slowly -- from vendor trash at 60.
a ship is 100M or so. People pay it.
An upgrade token is around 10M, people pay that too.
a lockbox key that might get you 4 lobi and 1000 xp is 2, 2.5M and people pay it.
I have probably spent a full billion EC over the past year and a half or so. I think I have 8 box ships, that is 640M down the tubes right there. I bought 1 leech, another 30 or so gone. At least 10M for one duty officer. Countless smaller buys.

If you can afford it, the Xindi is a pretty good carrier. The boff seating, weapons layout are the same as most escorts even its turn rate is close to that of an escort (probably slightly better turn than an Avenger BC). I was trying to choose between a Xindi and Jem'Hadar Dreadnaught Carrier but i didnt like that the JHDC required you to own and unpack the player version of the JHDC Attack Ship to be able to buy it as a frigate pet for the JHDC. Also it does have a universal Lt station and if you end up using it for an engineer boff that leaves you with one sci boff station...an ensign one. The Xindi has a Lt sci boff station AND a universal LCdr boff station.
As far as cost goes? yes people can and will pay 16m for a trait and doffs. When i bought my Xindi a few months ago i got it for i think 130mil, not sure what it is going for now. If things are still the same the Jem'Hadar Assault Ship costs around 400-500mil. Making the money isnt really hard...you can spend real money, buy zen buy ship upgrade modules or keys and trade those in for in game credits. I've been playing this game for a long time on and off 2-3 years. When they first introduced the new crafting system i did a ton of dungeons just to do them. I had accumulated so many crafting materials and i never really crafted that when i sold all my crafting mats i went from being dirt poor only having 10mil credits to having 180-190mil credits. I made that much in just 2 hours...though gathering all the mats did take a lot of time. If you are really interested in buying all that expensive stuff and you dont want to spend real money to do so then start asking the questions on what exactly you need to do.
But anyways i went from dirt poor, to having close to 200mil credits and back to dirt poor again. I built up my Xindi and below is what i have right now. The weapons choices are kinda poopy, but i dont play STO much anymore so i dont really care about the weapons. It does pretty well with the content that i do. If people didnt suck so much at doing advanced or elites then i would be doing them too and then i would probably be worrying about optimizing my weapons more.

The new Command Cruisers all have a hanger. Market for that trait just expanded.
