It got buried, but it's the best ideas I can come up with after over 30 years of gaming.
There's not one radical change that will improve STO. There are many changes that need to take effect. PWE needs to stop focusing on DPS, yes. There are multiple ways to do it, but honestly the fastest is to remove the spire consoles. I have them on almost all of my 50+'s and they make a huge difference. Remove those and the crtd and crth modifiers, and we go back to building. This will, in turn, generate revenue, since it will mean more people buying more higher ranking ships to build.
They also need to revert the queues difficulty in conjunction with the crtd/h removal. With those broken, easily exploited modifiers gone, there will be no further need for a tactical cube to be almost impossible to destroy. Yes, they should be difficult, but not almost impossible.
Remove the TRIBBLE modifers that nobody will ever use. +PVPRes is a good start, as well as +PVPDam. Even the pvpers I know hate those modifiers. They are completely useless in every way.
SUPPORT YOUR FACTIONS. Feds get 3000000000 ships, Roms get 2-3, and Klingons get 1. The command ship pack is different and a move in the right direction. Feds, Romulans, and Klingons should have all gotten 3 intel ships (1 tac, 1 sci, 1 eng) at hte start of Delta rising. Instead, the Feds got 4000000000 ships, Klingons got 2, and Romulans got 2. Give us something to buy. Give us a teir 6 KDF intel BOP, we can turn that into a science vessel. Give Romulans another ship or two.
Add one more faction and support it: The Dominion. The Dominion as a playable faction would immediately open the way for the Gamma quadrant to be opened up as the next expansion. You can even make the Dominion a playable faction on release of the next expansion. Again, this would generate revenue, since there will be demands for teir 6 dominion intel and command ships.
Make good command skills. Supressive Fire is hte only one I've seen so far that's actually worth anything. So far, command skills are lackluster at best.
If you do the right thing and tone down the DPS race, you should make tanking and support more viable. Make threat generation stronger for drawing fire than dps. Make Gravity well and Tykins Rift stronger. Boost EPtW and EPtS, as well as Aux2SIF. Make engineering captains relevant by giving them stronger skills to work with. You don't have to make new ones, just boost the ones they have.

so after making my mk12 purple tac consoles that i spent 30m ec each on obsolete, you reckon cryptic should now nerf the spire consoles i spent credit and dil on to buy and upgrade? then they should nerf the crtD weapons i crafted and upgraded from mk2 to mk14 epic because... this will encourage me to spend more? are you crazy? that would likely be the last straw.
There are a few things that could work, but then again you have to consider that they actually are not interested in balancing the game because every new OP toy sells...
For example, if the enemies wouldn't be more or less immobile hp sponges but would make use of abilities like TT and heals combat would bet more dynamic and other classes would be more important.
Or if you would remove the chance to critical damage on scatter volley and beam fire at will (which would make logical sense) you could at least shift the flavour of the month a bit.

Don't get me wrong, I'm not trying to be hostile or disrespectful, but it's entitlement like this that would doom the game to total stagnation (if Cryptic would show interest in balancing/changing anything in the first place). Just because you invested time and in-gmae resources in something should never mean that you will be the number one forever. Granted, STOs design is hugely backwards in the sense that you just have to buy everything for lots of resources in a wndow-shopping mode instead of hunting for drops like other games handle it but everybody has to be aware that everything we do in a game is of limited value. Have fun in the process of playing the game, not set your characters in stone forever.

Personally I agree that the ai is probably the dumbest thing in the universe and that cryptic's approach to "challenge" it to just make you beat harder and harder rocks.
Would be nice of the Ai ships were equipped similarly to player ships and had defined roles they stuck to, working together where possible.
Maybe even having color coded names telling you how hard they will fight (white to gold)

If that is the core element of your statement then let me rephrase it: Where is room for improvement/diversity in a model that works like this? I can understand the sentiment, don't get me wrong. The consoles aren't THAT bad...and even crtH isn't that bad. crtD may need to go actually...but nerfing BFAW, beams in general and A2B (well not the skill, but the doff should be single slot) would be a great start to reign in the DPS crazy aspect. There are more that is needed, but the basics need to be fixed first...and those are the basics of what lets you do crazy DPS.
You must be misinformed that those needing nerf. All weapons are viable for all content.
Cannons can deal DPS so as Torps.
However, for optimal DPS you need Beams using BFAW. Some weapons has got to win whether it be cannons, beams or torp in PvE DPS race. In PvE, it is Beams.

The game is time gated with a large amount of HP in advanced STFS. In Elite STFs. it has a larger HP, time gated and mobs hit immensely hard.
To the OP, you dont need to tone down DPS. You need players to improve. Because whatever game you go, you need DPS. you still need to kill mobs.
In this game, tanks are viable and so as support ships. Except that knowledge hasnt spread out to the masses yet with regards to high performing tanks and support ships. You also need good pilots for that.
Bad pilots regardless if optimal build will always do bad performance even if it a DPS build, tank build or support build.

We can do without you if you're so rabidly disinterested in making the entire game better as opposed to your personal interests. I'm willing to sacrifice (with at least three boats that can hit close to 20k DPS) even though I put forth the grinding effort. That's the difference between selfish, spoiled brats (you) and those of us interested in seeing the game grow in players (me)

first you tell me you have to replace the same gear i do, then you tell me i have no drive or imagination for using said gear. i guess the use of upgraded tac consoles and crtD weapons is indicative of a cookie-cutter build. well, unless its your consoles and weapons i take it. ok...
now i am also selfish, spoilt, and have no interest in seeing new players in sto. well, apart from spending every day for the last year and a half kitting them out in fleet gear hey :P
