Yup. Also, to answer the question, DR comes with a good amount of new story missions, a new quadrant, and a few new queues.

The one thing i do like about this game is when content is released it is free, the extra bells and while like ships and such aren't necessary the mission and such is free and can be played with the free stuff in game. No need to spend any money unless you want to.
The paid content is a pack of ships, doffs, intel doffs, and talaxian outfits. I may have missed an item or two so check the pack information to be certain of the contents.
The Delta Quadrant is two additional sectors of space that have been added to the game and accessible to all. There are some very good story missions in the story arc but they are broken up by patrol content that must be completed to advance to the next story mission. The content is further segregated with level requirements. Had one option or the other been chosen it wouldn't have bothered me as much. The requirement to d four often 5 patrols in a row felt monotonous and didn't add anything positive to progression of the story for me.
Some people can't resist maxing out their spec points. They say they hate the grind of the patrols but they love them because they can't stop doing them.

Its all free. There is nothing to buy, just fly to the new area and bravely kill new things where no one has killed before!
