back when i started playing this the federation fleet alert was a simple mission that i'd go to when i wanted to fight something besides borg, tholians, or undine, considering that should i want to fight borg, tholians, or undine i have several ways to do so that are very rewarding and award things like mk xii gear, STF marks, and 900 or so dil, while the fleet alert awards 50 fleet marks or so, gear depending on if there's a lowbie there or not, and about 300 dil. (im rounding on the dil amounts so dont point out im wrong i already know this).
then a few months ago the borg, tholians, and undine started appearing in both the fleet alert and blockade.
and i warp out.
i personally dont want to have the headache of borg, tholians, or undine unless i'm getting significantly more marks (and STF marks for whatever im fighting), nothing below mk xi drops (noobs can store em until they can use em), and more dil.
but then even that isnt the whole story. why do i go to a fed fleet alert or starbase blockade? because i want to fight something else besides borg, tholians, or undine.
honestly im ticked enough to write this because out of 5 tries i got borg or tholians every time. im annoyed. i had a friend with me 4 of those and played it out. the last time, when i saw spheres warp in, i left. immediately.
Who you fight in those alerts depend on the level of the starbase you are defending. The higher the starbase tier, the more likely you are to run into those mobs. As more and more fleets get to tier five, the chances ever increases.
That's pretty sad OP. Fleet Alerts, no matter who shows up, are always normal level content and nothing special. Is it a headache to have to press SPACE twice to kill something instead of just one?
And FYI, OP. The Borg, Tholians, Undine appearances in these Fleet Alerts have always been there. Cryptic didn't just add them recently. Comes to show how much you've actually played this game

^^ This. As also said by Scifan its dependant on the level of the base you are defending.

How does this mechanic work?
For example, if 3 or 4 members of a T1 fleet pug a fleet alert, and the other 1-2 people are in T4 or T5 Fleets, who's starbase is loaded in the middle? Or is it completely random unless it's a 5 person team from the same fleet?

wow, I totally did not know this....always thought it was just random
If anything, it needs updating so the likes of the Hirogen and the Vadwaaur appear.
I can hear the cries already when PUGs for FA get obliterated.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
Vaad cheat horribly. They basically no-hit on half your attacks and they have 1-hit kill "artillery" shots. They are nothing but aggravating. If you want to make people never run fleet alert ever again, then by all means add them.
I for one I'm glad to fight something else in FA for once. Its not like its hard event at all, not nowadays and on normal.
The first time I saw the Borg appear in one was the most exciting thing I have seen in a while. It was actually a challenge rather the usual "lets blow up some Orions" scenario.
Whats got to happen (if it hasn't yet) is that the Vaadwaur, the Voth and everyone else who is missing is added to this. If the PUG fails, boohoo. If you get your TRIBBLE kicked on normal, you are doing something wrong, no offense.
This goes double considering that enemies like the Borg only appear on high level bases. If that happens to be yours... well its not like your fleet doesn't provide tons of ways to help you in that scenario (operational assets (remember those?), great consoles, fleet grade ships, etc...)

Hirogen, yes. They're also missing True Way, Alpha Jem'Hadar, Breen, and Elachi. Not the Vaads, though: wrong quadrant.

i never saw them early on. ever, and when i first started i played the fed fleet alert quite a bit so the chance of a bad draw was significantly higher than it is now.
to someone else...it doesnt boil down to difficulty it boils down to in the fleet alert im looking to fight something besides borg, tholians, or undine because IM BORED WITH THEM.
give me klingons, orion, gorn, or any of a number of others with a higher difficulty...ill happily take that (just increase marks rewarded)

Have you thought about trying the "deep space encounters" that appear on some of the sector maps? The ones in Sol's sector are usually Klingons but others have Mirror universe, Romulans, etc.
I've never tried them on the higher difficulties so they may be challenging?

The serpents have a few tricks to them but they are far from insurmountable. If you've kept the firepower on your ship reasonably up to date (and by that I mean you are using something better than a stock T4 with no consoles and Mark X white gear) they aren't that hard to take down. As for their artillery shots evasive maneuvers, attack pattern omega, that little micro jump power that comes with Delta Rep ship set or...you know, turning you should be able to get out of the way once the little white X's start appearing.
Also, most of the ships that have trouble getting out of the way generally do most of their damage by broadsiding anyway. The artillery ships have most of their firepower pointed forward; the broadside mounts aren't very good and the ship can't turn well, so even a GCS shouldn't have too much trouble keeping inside them.

Honestly.. if you're even noticing what race the enemies are at this point.. something is very wrong. It hardly matters, even in elite content to be honest. On normal.. things should just go boom the second you look at them.
Whilst I do agree that more NPC enemies need to be added to it, I don't think that increased difficulty Fleet Alerts are necessary.
Fleet Alert serves it's purpose almost perfectly; it was intended as content that any player of any level can play. It's not overly difficult to complete and it provides a method for lower-level players to obtain Fleet Marks.
And I still love it - it is, more often than not, my first choice if I want to simply fly my ship and shoot at NPC ships. And it comes with the added bonus of not having to worry about the fail mechanics that the STF's suffer.
Having an Advanced/Elite version wouldn't stop you from playing the Normal one. Just like having an Advanced/Elite version of the other queues doesn't stop you from playing the Normal one.
I know - but what I am saying is that an Advanced/Elite version of FA would defeat the object. It was/is intended as something that is accessable to almost any player, of any level, in any ship.
I mean, yeah, they could make the Advanced/Elite versions level 55 and above (for example) only but again, that contradicts what FA was created for.
I assume you can cite an official source as to what it was intended for?
In any case, the Normal can be intended for that, and the higher levels for people who find Normal too easy.
AFAIK all Advanced queues require level 50+ and Elite 60.
Pretty sure its the first person that loads into the map
i think that may be half the story. the vast majority of my FA runs feature a t5 kdf starbase, though i would venture to guess that i am the only one in a t5 fleet. that makes me suspect they choose the highest tiered fleet in the team.
on the other hand, if the queue pops while i am on the ground there is a very good chance that the starbase will not be t5, which brings us back to the 'first loaded' theory. i am not sure what to make of it.

as others have pointed out the mob you get depends on the level of starbase you're with in there. you could get a more powerful mob such as borg or undine, or a peon mob such as the orions or another weak mob. Fleet Alert is a normal level of mob and even then not meant to be super hard. In fact fleet alert was nerfed back to level 50 because people had such a hard time with it, and because the way it was done made it too hard for alot of people.
You want mob variety and that's something I understand completely and agree with, I get it. As for the loot drops, why should the lowbie players be made to wait to use gear simply because you don't like the drops. No the drops may not be the greatest when something below mk 11 drops but honestly if you're depending on a fleet alert to gear you, then you sir/madam, have more problems than just crappy loot drops. It's stupid easy to get gear without having to rely on fleet alert drops. You're getting dilithium out of there, which you didn't used to be able to get. It's stupid easy to get gear now, plus upgrade it if you actually play smart with your resources.
Stuff like you leaving isn't going to help anything and you're giving up before you even gave it a shot. Even my old mirror ships were more than a match for any of those mobs in there. You can faceroll those mobs if you pay attention and have a decent build.

It is the first loaded. After all, the choice of starbase needs to be made before the first player clears the loading screen and sees it, so the system can't wait for the other players before deciding.
Queuing from a location with a beam-up or warp-out animation will slow you down and someone else will be more likely to be first. This is useful if you have a low-tier starbase and want to try to get a better one for the mission.

Wow, so much stress over a NORMAL-level STF fighting NORMAL-level enemies.
If Fleet Alert is so difficult that you have to rage quit, you have problems with your build or your play style.
While I'm not happy with the OP if he really does abandon the Fleet Alert (and the other four players) when certain enemies show up, I must defend him on this point: it's not a matter of difficulty, it's that he's bored and tired of fighting Borg, Tholians and Undine from all the other endgame content, and wants to fight something else.
I have an idea! This is how it goes: Fleet alert gets advanced and elite versions, heres my made up guide to this system:
T0 and T1 starbases: normal: Large chance of fighting Naussicans, Klingons, Orions, Gorn, Terrans, and Starfleet (for KDF)
T2 and T3 starbases: advanced: chance of fighting Klingons (with Bortasqu' boss), Romulans (with more Romulan names, Hook Saber? what?) Starfleet (for Kdf with Odyssey/GalaxyX boss), Jem'hadar, Hirogen (makes sense), Breen (plz), Fek'hiri (for KDF), Terrans (with Odyssey/GalaxyX bosses), and Elachi.
T4 and T5 starbases: elite (with rep marks as an option): Borg (Omega marks), Tholians (Rom or Nukara), Vaadwaur (Delta), Undine (Undine marks), and Voth (Dyson, but why would they attack our space?).
And I want the same thing as this to happen to starbase blockade, colony invasion, and starbase incursion.
P.S: Please change the names of the Romulan bosses at least, they are un-Romulan and ridiculous

OK then,
Elite with a T3 base = Hirogen
Elite with a T4 base = Vaadwuar
Elite with a T5 base = Voth
Reason I but Voth above Vaadwuar is the last phase you have to fight off a Citadel....or worse....a city ship
