All Hands on Deck reduces Sci skills by 10% and Captain skills by 5% every 5 seconds (can't cooldown reduce any faster). So if you stagger your Tac skills rather than bursting them all at once (such as Torpedo skills where you have 30 seconds to use in advance of popping BFaW/CSV, and using TT every time it's available), it will help bring down Sci skill CD.
Engineers, it would seem, got the short end of the stick on this one. Sure, you get to heal yourself some more, or have extra power, but we have no offensive Captain abilities per se (only indirectly, like Nadion Inversion, maybe).

But a lot of people keep saying that their Engineers are just fine... which they are, they just keep falling further and further behind.
Science captains (and/or those who fly science ships) are going through socks like you wouldn't believe.
AHOD is a must have for Science boats. Not Science Captains specifically. But anyone, to most especially include TAC Captains flying Science boats. Hell, TAC Captains doing PGen builds on Science Vessels will profit even more. Anything to bring APA and all the rest of TAC Captain buffs to send that Exotic Dmg through the roof.
Before AHOD, SCI Captains had the distinct advantage of at least having Conservation of Energy. But you need to be consistently shot at to have that Exotic Dmg buff going. If you don't have the CoE buff, you're missing out on the +30% Exotic Dmg buff and your Exotic Dmg attacks won't have that kick. It's a very annoying thing for SCI Captain play because you do not dictated when and where it's best for you to apply your high powered Exotic attacks.
But a TAC Captain? With APA, he dictates when and where he does his "Exotic Dmg Alpha Strikes," unlike a SCI Captain. Once the stuff is off CD, pop APA, and rip into the enemy. If GDF, etc are available also, it gets even more ridiculous.
The traditional thing that held back TACs from doing even better on Science boats is the long CD of APA. But with AHOD, this is even less a hindrance since it cuts down on Captain ability CDs. Sensor Scan is nothing. I'd take the huge damage buff of APA, or better yet, APA+GDF over piddly Conservation of Energy/Sensor Scan any day.
Add in the Anchor Console, Anchored Trait, it gets really stupid.
