In my opinion this would make it more worthwhile to replay the same content over and over again.
For instance take the Borg-Omega-STFs. New players may not be aware of that, but many players have literally played those missions hundreds of times, some maybe even thousands of times. Because for a long while they were the only PvE endgame content available. Today there are some more but essentially they are always the same missions. And I mean literally the same. Enemies will always be at the exact same positions and a player who seeks to "dominate" this part of the game simply has to memorize his movement by heart.
Now, imagine Infected Space Advance would randomly shift elements on the map every time you play. The generator position rotates on the X and Y and Z aces, the number of satellite-generators per big generator (I completely forgot how they are called at the moment XD) vary each time and the enemies also change each time plus imagine a chance on random things happening like a NPC allied group of ships warps in and attacks something on the map, triggering a Borg defense and requiring the players to reschedule or a neutral NPC group warps in, like Tholians, suddenly fighting players and Borg alike. To compensate for the new challenge each time something like this happens you have the cance of getting some rare, faction specific loot to collect sets of some kind.
This is just a quick thought, but how do you think about it? If you want to point out that if that would happen certain,, over years established strategies wouldn't work anymore - *that's the point!*
It wouldn't be new content but something halfway between randomly/procedually generated, open end gameplay and existing content.

I can't say since I don't have a lvl 60 character. But if this is like what I described above maybe they should just add that to other STFs
