I am trying to build the most accurate Canon build for a Federation Tactical Toon in a Tactical Command Battlecruiser.
I am currently running 4 sets on it!, Yes 4... Delta Alliance Space Set (Deflector etc), Omega Set (Weapons etc) Romulan Set (Weapons etc) and the full platform set.
This is a powerful build don't get me wrong but I am very RP, and this maybe too perfectionist of me, but because the platforms are Phaser and Photons I want to build a Phaser based ship.
I want all orange Phasers, so the Counter-Command set is out as I do not want green (or blue) Phasers.
I was actually looking at all elite fleet gear as whilst they may not have set bonuses, they are powerful on their own and to me would be the RP Federation equipment on their ships.
So, I my question / challenge is for tips on building this ship to be a powerful as it can be but with as much Federation RP-ness as possible.

Actually, the Tac console from the mission, plus the Universal console from the Reputation means you can get the two-set bonus (which is pretty large thanks to being end-of-calculation) without changing a single hardpoint green.
When it comes to Deflectors, Shields, and Engines, the effects can be turned off for the Rep gear, leaving you an un-blemished Fed exterior (excepting Borg procs). Elite Fleet shields are pretty good for tanking, and Spire Locator Tac consoles are the best damage dealers when upgraded.
If you mean Phasers, skip them and go for Crafted or drop from the Exchange which gives you at least three mods of choice instead of [dmg]x3 and another or [dmg]x2[acc]x2 which are both fairly weak in PvE. Idealy you want [CrtD]x3 or x4 or [Pen] [CrtD]x2 or x3.
The Borg console is pretty nice for it's plus to weapon power, as well as crit boosts, and the Borg zit Visuals can be turned off too. You'd have to drop the KCB as that's obiviously non-Starfleet, as well as the Omega Torp, which means no two-piece set. If you're space-rich the 'Bounty Hunter's Friend' console from the Lobi will drop your weapon drain back down, and the Plasmonic Leech (millions on the Exchange under Reward Packs) adds a energy drain/return to all energy weapons that helps a bit. Other non-visual changing Lobi store items well worth having are the Tachokinetic Convert (turnrate, crit chance and crit damage) and Bionerual Infused Circuitry (Hull HP, crit damage). The Romulan console from the set could stay (I'd drop for any of the above Lobi stuff if you run out of console space), with it's boost to crit chance and power, but you'll have to loose the rest of the set.
