Can the Ambassador T-4 Boffs be given your faction uniforms in addition to their native ones?
I'd rather mine be a native of my faction like Worf instead of an exchange officer, but the current layout means they're limited to 'exchange officer or civilian' and can't be starfleet/KDF.
The Kobali boff is supposed to be an exchange officer and she can wear the starfleet uniform, so can the various Klingons boffs feds can get. Plus a number of other cross-faction bofs.

Anything a Klingon can wear, they can wear. Which includes the Omega costume, most other rep gear, and virtually all of the Lobi costumes (aside from the 29th century Wells/Korath costumes which are faction locked).

Actually, Riker was one of the few who didn't change anything.
Most of the exchange officers or temporary officers in Trek at least wore a combadge.
As for whether they wore the uniform, it could go either way with exchange officers in different episodes but generally seemed to boil down to length of the assignment. (Ie. whether costuming could offset the cost with budget.)
Benzites are exchange officers as well (not being a Federation world) and almost always wore the uniform. Kira at the end of DS9 probably would have been considered an exchange officer as well when she started wearing the Starfleet uniform.
Here are some real life Officer Exchange regulations:
Marine Corps:
Uniforms. MCFPEP personnel shall strictly comply with the
dress codes contained in current Marine Corps Uniform Regulations.
The order of dress for any occasion shall be that which most

So you are generally expected to wear the foreign uniform in the Marine Corps and if wearing your own uniform, you can't mix and match or customize it to fit in.

Uniforms will vary by component, unit, geographic region, training programs, etc. It is important to communicate directly with your sponsor/host unit on the specific requirements for your assignment. A copy of the daily training schedule and gear list can be helpful, but you should discuss the issue directly with your host to eliminate any unnecessary clothing and equipment.

A simple option would be to enable off-duty clothing options for BOffs and rig combadges to be wearable on offduty clothing (which links up with both what we see exchange officers do in the shows most of the time as well as temporary officers like when Garak got pulled into an active duty assignment or what Neelix did as morale officer).

Just want to clarify something here, the Benzites are Federation members. I suspect they joined offscreen during TNG or early DS9.

Hm. In any case, what I'm seeing is that exchange offs (in real life and Trek) tend to either wear the host org's uniform or civilian attire with gear they'd need (usually a combadge in the case of Star Trek).
On a plus note, rigging up BOffs to wear off-duty attire and rigging up optional combadges would allow for some really cool costume packs based on:
Star Trek III, IV, and V.
Garak, Phlox, Neelix. (We can't give our BOs the full Neelix look at present.)
First Contact and Insurrection wear.
There are a lot of clothes that I imagine would only sell as bundles if you could put a BOff in them and the combadge adds to the appeal.

On Doctor Who, Captain Jack Harkness posed as an American on exchange assignment to the Royal Air Force in WWII and wore an approximation of an RAF uniform.
Markus Laubenthal is a German general who is the U.S. army's chief of staff for Europe. I believe he wears a U.S. Army uniform with a German flag sewn on. A Korean exchange officer to the U.S. Navy named Duk Cho wore a U.S. naval uniform.

Mendon wore a Starfleet uniform as an exchange officer and so did Kira.
The common thread for everyone but Kurn was that we saw them wearing combadges while on duty. That even goes for folks like Garak who were enlisted for single assignments.
I think just allowing offduty clothes to be worn by special BOs (body permitting, the STF Borg and Breen couldn't) and a choice of combadges would generally be "good enough".

I have never heard of such regulations as those for active duty personnel serving in exchange programs with allied nations. They didn't back in the late 80's-early 90's when I was in. And according to relatives who have served more recently, they haven't heard or seen such either.
Most of those guys and gals you see in "civilian attire", nine times out of ten, are special operations personnel or CID/JAG on some assignment.
Mandrake was in an RAF uniform in that film, rank, insignia and all. Whether or not it was 100% correct for the 1960's RAF, I couldn't say. This is Hollywood we're talking about in this case, who are notorious for getting things wrong.
Dr. Who also got their history mixed up. Officers of the USAAF who worked closely with the RAF usually wore USAAF uniforms, after we got involved in World War II and the volunteer Eagle Squadrons were absorbed into the Eight Air Force from the RAF.
Also, I have never seen any photos of General Laubenthal in full U.S. Army uniform. As for Duk Cho, the uniforms of the Republic of Korea are patterned on, and nearly identical to, the uniforms of the U.S. Armed Forces. So, you may just be mistaken.

Well... Like I say, I'd be happy with the Civilian thing for relative screen accuracy with what we saw MOST provisional officers wearing...
And there's a ton of civilian clothing options from Trek that would pair well with a combadge.
Maybe extend some of the "clearly non-uniform" stuff like the KDF Nausicaan/Orion/Gorn outfits to also be included in Off-duty. Bajoran uniforms as well. (Those clearly weren't limited to Bajoran military staff on DS9.) Diplo uniforms if you have them unlocked could double up as off-duty pieces.
Extending the "off duty" options to be anything other than active duty wear (including dress uniforms, MAYBE) and allowing BOffs to wear off-duty would do a LOT for costume options across factions.
If I can have my bridge crew look like a Breen, a Borg, a Kobali, etc., there's less issue with them being out of uniform, I'd think. Especially since about half the movies have the bridge crew out of uniform for most of the film.
That's good for normal BOffs. It allows your recruited BOffs to at least approximate a Neelix/Garak/Phlox/Wesley-type look, particularly if you can wear faction combadge or baldric unlocks, which lets you make the outliers like the Exchange officers look slightly more crew appropriate.
I would certainly like to at least be able to put a comm badge on a diplo boff, even if it's just on the "simple shirt" upper instead of a uniform jacket. But there's no good reason why I shouldn't be able to put a Gorn or Nausicaan in an Odyssey uniform.
On Fed side my Nausicaan Bridge officer is only able to wear normal klingon uniforms, Nausicaan outfits, OMEGA armor uniform, and the Kobali armor.
How odd that my KDF Marauder officers can wear the KHG uniform, but the diplomacy officers cant wear the M.A.C.O. . Maybe they just don't make M.A.C.O. armor for big people. :P

I got your original intent, however if you simply want a Fed raised Klingon, they are available very cheap in the exchange.

Here's my sci captain with her Omega Force away team, which includes a Nausicaan, a Gorn, and an Orion.
Yeah, that's pretty much the only good option besides KDF uniforms. I have a Gorn on one Starfleet character, and I use the Omega costume on him.
