Arc update failing, unable to access Arc or STO

For three days now, Arc has attempted to install an update every time I open the program. Every time, it gets about 90% through the update and encounters some kind of error, closing the program. Since I got rid of my STO .exe file a long time ago (when I installed Arc), I can't start the game.
Is anyone else encountering this same problem? Is there a way to fix it? If not, is there a way to download the STO executable file so I can simply access the game directly?
