So I just grabbed the first rank of this passive from the Command Specialization tree. The tooltip states that when you land a crit that it applies a -25 DRR debuff to the target for 5 seconds and that it can happen a maximum of one time in a 30 second period.
Yeah, uh, that's not how it's working.
These are in no particular order.
1) As long as the debuff is on the target and you land another critical hit, it will reset the duration to 5 seconds. With sufficient critical hit chance and some luck, you can maintain the debuff until you destroy the target.
2) Whether you are using a multiple target attack (say FAW) or simply bounce targets, you are able to apply the debuff to multiple targets which would not be the maximum once per 30 second period.
3) Even after it expires on certain targets, there is no 30 second delay before it is applied again.
4) Certain targets it is never applied, even if they are the first target and you critical right from the start with them.
