Training manuals do not work on some officers

The training manuals do not work on BOFFs that were in "candidate reserve" on character copied from Holodeck, when I make them join crew.


New BOFFs buyed from Earth Spacedock work alright,
can't yet check how it would be with new BOFFs gained from DOFF assignments

    I think the reason they don't work is cause they dont have skills to begin with which is puting them in a bugged state.
