Reputation system broken?

I tried new toon at sunday and copied from holodeck just now.
And the reputation system is just broken for me:
I could not open Winter shops and projects, because system would not allow me to contribute that 1 Terran Ornament
- but I thought it was because they turned acces to Winter Festival already off on Tribble
But now, when I copied my old toon from Holodeck - all my Reputation are not allowing to contribute special materials (Voth implants, isiomorphic injections, Borg naural procesors)
And Expertise can be added only little at a time (like new dialog for every 50 or 25)
Nukara and Romulus do not use special materials in reputation projects so they are mostly fine
But they use Expertise on some
And DOFFs are not allowed to (for some consumables)
Other problem - when I try PM someone on Tribble I got message: Cannot send private messages to non-friends with a newly created account.
Is it a bug or I need to play some days on months before I'm allowed?
