non upgraded console lost mod

while going through configuring a ship i noticed one of my NON upgraded Fleet embassy science consoles , lost is main mod its now just has the Plasma Infused mod and the - threat mod . the other mod is gone . now this is a disturbing event . this is isnt due to trying to upgrade the item thru the R&D but a bug that happened while it was on another ship in my ship yard . making the cost into buying this gear wasted and making the console basically worthless .
