Another Lag, Rubber banding, Disconnect Thread.

Yep another one, Me and another in the house hold are experiencing severe lag, Rubber banding (mostly from server not responding) and getting disconnected up the ying yang!
One thing the Moderator needs to be aware of. . I can't down and or run Nettest, I get a Message telling me I don't have Acces Promissions, then Norton Antivirius removes the download as a threat to my system. Other than that here are the 2 other test's I could get from the Cmd.exe.
