I kind of like the design. I never did like the the front treatment for the Scimitar with that squared off boxy look. It just doesn't look right for a Romulan ship, so I like the idea of blades or projections of some sort to break up that front end.

It has nothing in common with Romulan aesthetics-inside or outside- except a vague bird like appearance. Seriously, it would fit in better in a Breen fleet than a Romulan one.
It shoots blue disruptor blasts, like Reman small arms do, while Romulan designs invariably shoot green.
They flat out say in the movie that Remans built it in secret.
Does any of this make sense? Heck no. But then it's got plenty of company in that nonsense-filled piece of garbage, Nemesis.

The Remans were the slave labor force that built it. It was designed by Shinzon (a clone of Picard) with help and support from members of the Romulan Military. It was assembled by Reman Slaves.
Anyone that knows anything about Remans knows that there is absolutely no way the Scimitar is a 'Reman ship.' It's called a Reman ship only because it was the weapon of the Remans in their overthrow of the Romulan Senate.
Look up the Remans, who they are and what they're capable of. They're a slave labor force, miners and cannon fodder. They had as much to do with the design of the Scimitar as Kirk did.
The part you quoted does not come with any citation. The movie itself, however, says the Remans built it. So the part you quoted is just fan speculation and should be removed from the MA article.

You can check memory alpha ("The Reman warbird Scimitar was a massive, heavily-armed warship. It was constructed under the command of Shinzon") I can't find any better source. But it's clearly not a Romulan ship.
Shinzon built in in secret, with his Reman friend/allies/whatever, so it's Reman.

Lets be realistic, the Remans were slave laborers and cannon fodder foot soldiers, they would never have had the resources to design and build this kind of a ship without help and since that help was Romulan it's not a stretch to see where the design and technology comes from and an expanded universe story claims that the Scimitar was a design created to fight against the Dominion but was not built due to the wars ending.
