Surgical strikes buffs base dmg

Is the skill Surgical strikes supposed to buff your base damage? The description says clearly that it should only provide a buff to accuracy and critical chance.

I have tested this on my faeth, with both surgical strikes 1, 2 and 3. All of them raises my basedamge with appr. 2.7 times without any other buffs active. Just clicking Surgical strike.

Is this intentional? If so, why doesnt it show on the tooltip?

    So.. noone has noticed the same thing? Or are you affraid that this will be fixed if the devs take notice?

    Understandable its fun for people using this skill, but imo there should not be a skill that makes both rapid fire and beam overload obsolete to such a degree that they almost become useless in comparison.....

    surgical strike is pathetic in its current form

    its not only standalone tripple your base dmg but also gives like 90% shield bypassing at the same time.

    and since you use sstrike with all buffs allin style, you end up dealing 30k+ pure hull DPS(!) with w/e weapon

    you die in 1 sec while your shields are fully up whats so evar

    oh and doesnt matter if you are a tank and using all sorts of passive and active tank (rsp, etc ) skills, you die in 1 sec

    i think only FBP can "counter" this stupidity but you must be damn good at it and reflect back 5-10x times stronger
    - but than, we got proton barriage / DRrepu T5 kinetic cannon(?), etc., that can be buffed up to 70-250K spike dmg which deals death the very same way (pure hull dmg, 0 resistance, close to 100% crit.) with surgical-strike
    -except its not considered as directed energy attack thus aint gonna be reflected


    in total, cheapest legit cheat so far powered by c-store

    Yeah, I've noticed the shield piercing too in tests. Opposing player has no other source of shield piercing, and SS is doing more damage after shields. Not sure where that's coming from, it's not DEM.

    Yes, that is intended.

    "- Any weapon fired while in this mode will have at least one fewer activation cycle. The damage of each hit is increased to compensate for this. "

    Strict DPS is constant for SS1, not accounting for the increase in Acc and Crit H.

    For SS2 and 3 the increase to base damage is enough to change the tool tip DPS of the weapons.

    Never witnessed increased shield pen, never looked for it either do I can't say either way.
