Lately I am having severe lag and rubberbanding. The game is more or less unplayable. When I log off and restart my computer it sometimes helps; I can play without any problems. I have wifi at home and I use a signal booster.
These issues started a couple of days ago. I did the trace and ping test and the results are below.

For a reliable connection to the STO Servers, you should be having ZERO packet loss...
In your case, you are losing data packets the moment they leave your computer, which indicates either a bad router or bad cable or a bad WiFi... And if your losing packets from the very beginning, all the other packet loss measurements become unreliable..
Looks like you need to look at your WiFi setup, as that appears to be the cause of the problem...

Happens for like last week. During Europe late evening. Other games work fine so don't try TRIBBLE with "its your connection".
I just finished running my Main through 4 different STFs without the slightest hint of lag. So what ever is causing your problems, its not the STO Servers...
Where is the Network Monitor Tech or if they have Network Engineer could track the issue faster. The weekend crew there at the data center need to catch these FPS Lags so us players don't have to deal with it. They need a network high priority thread.

Thanks for the answer. I fixed the problem by replacing the wireless connector, the antenna, and the software with one from another computer. A test on that computer showed everything worked fine. That second computer still gives a good pathping test.
I am still wondering why all of a sudden this bad perfomance showed up. How did it happen, what caused it? It worked for almost a year.
The wireless connector that gave problems was a Netgear WNDA4100. I replaced it with the TP-Link WN8200ND. I also installed the TP-link software. The Netgear is put on the other computer. There, the pathping test looks good, zero loss.
This second computer, an Acer with quad core cannot play STO. I did use it, but nowadays after logging in the computer shuts down after some time. Looks like the processor get too hot.
Yeah, I started having issues like that as well starting last week and it turns out I had a bad router as well. My son replaced mine and I can get into game fine now. You may not think it's at your end, and sometimes it may not be, but more often than not it probably is.
I figured there must be something at my end because playing from my son in law's house, who is on the same inet server as I am, was no problem at all. Don't discount that it's your equipment, no matter how new it is. Things can go wrong with it even if it's new, that's the way of electronics, in my experience.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.

it can also be things like the windows "com surrogate" virus, I somehow got it, and I never get viruses. My Symantec Norton 360 didn't catch it, and had all sorts of problems because it was going out and trying to connect to a website to open my system for a Trojan connection. It also downloaded some software which was going out and bring in ads. My software was blocking the internet access but not telling me.
Just to be safe you should at lease download malwarebytes anti-malware and runa full scan.

My STO graphics slider bar is set to 'Medium' quality for a 1080P resolution flat panel display...
(Now if you're suffering from 'Rubber-Banding', then your issues is more likely to be a network communication problem then a hardware performance problem...)

a "High performance Gaming Computer".... this explains why you see no problems. You will not see the same issues as most people.
Since I am running a High-Speed/High-volume network connection (ATT top tier) using cabled ethernet to maximize performance, I know the network connection is NOT the problem. Further, I have already confirmed it is the software, not the network.

Like a said, 'Entry Level'. If it was 'High Performance' I wouldn't have to reduce my graphic slider bar to 'Medium' to keep my Frame Rates up in SB 24...
Now if it was a 'Connection Issue', were not talking about your connection to your ISP, we would be talking about your ISP's connection to the STO Servers... but you must have already checked this out, right ?
I played about an hour in total last night and was disconnected 4 times and rubberbanding badly before each disconnect as well as clicks never making to the server from my end. I know it was not my ISP or my gear in the house because on the 4th disconnect I didn't come back but went elsewhere and the game ran fine with no lag, disconnects, or rubberbanding.
However, when asking on Qo'nos, responders were having no trouble at the same time my game was unplayable. It's not me. It's not Crypic. So it has to be somewhere in the middle in my case.

I did Bug Hunt followed by CE and then the game was bogged. So there is a connection at least there.
i recognized problems like that since DR is up. Everybody i know ingame had these problems sometimes for some minutes up to an hour, but never at the same time
i've got the impression, that DR was simply too much for the servers and cryptic is just limiting resources to random clients for a short duration to keep the servers running.
