"miser's delight" - Ferengi rules of acquisition

I've kept this item in my inventory for ages but I have no idea what it actually does apart from tell me the Ferengi rules of Acquisition. Does this have any practical use in the game or does it just act as a piece of Star Trek lore?

    No practical use for it. I think the more expensive version has sound.
