Least Successful Nerf of all Time

I believe that the Season 9 Changes to Reputation Powers is the most unsuccessful nerf ever, its stated: “…the system as it exists on live is not infinitely scalable… …the difference between a fresh max-level character (read just reached 50) and one who’d spent hundreds of hours at endgame would just be too large for them…
