No ship upgrades with C-store purchase of Delta Operations Pack

I purchased a Delta Operations Pack through the C-store several days ago with the character Ediaza@trafaalga.

I read through the description, and I received everything EXCEPT for the 3 ship upgrade tokens.

I took my captain to the shipyard to upgrade a T5 C-store ship, and the UI asked me to purchase an upgrade token.

I have no item, no in-store credit, and no mail with any reference to getting the 3 ship upgrade tokens.

Every other toon also received the ships, the doffs, the costumes, the titles, etc. There are no upgrade tokens to be found anywhere.
