There are Tholian NPCs available in the NPC Contacts tab, so if you put a friendly combat group down, you should be able to reskin them as Tholians, however I will warn you that since Tholians are not built on a humanoid model and the only friendly mobs we have are humanoid, there may be some wonky animations. For example, if you reskin a Federation mob as Tholians, they'll all have phaser rifles and hold them really weirdly.
That's prully why he's requested it in the first place. ^^ As I said in another thread, every NPC group should be editable in terms of allegiance before actually placing it on the map, and then it should become possible to edit allegiance at every time in the mission, depending on dialogue choice or mission advancement etc. That would be ideal, and this would be no problem anymore.

EDIT: Now that I think about, we have Benthan as space mobs which use Tetryon. It won't have any of the Tholian's fancy web powers, but you could reskin Benthan ships as passable Tholians.
