Remove the Dilithium reward from the levelling up once all the specialisations are fully spec'ed.
Most people are speculating this is the main cause of locking down Tau Dewa, not the level up of the character and specialisations, but the dilithium reward there after.
We never had Dilithium reward for general mission content before, so would it really make a difference to not have it now.

I thought You don't get a dilithium reward UNTIL you level up and get all your specializations. This 'reward' was a feature to give the player a sense of progression after he capped his toon.
It sounds like you want to stop breathing because the air is polluted.
