The reward you get in the Alliances mission is a Hierarchy Science/Intelligence BOFF.
But you get a FED one even if you are KDF as I am.
So you can't use it.
Can we get that fixed please?

Can you provide more information? Where is it indicated to be a Federation Officer, or what behavior are you witnessing that leads you to this conclusion?

I've also encountered this bug on my KDF: Ki Shodar@kishodar

I just wanted to say, that i have the exact same problem with my Romulan character (didn`t finish the mission with my klingon one yet). Any ideas how to fix this?
I'm having the same problems with my KDF Engineer. Got a FED one. He's got a FED Icon; I can't train his space traits; I can't train him new abilities; I can't slot him on my ship.
But I can dress him in Starfleet outfits, so I got that...
I wondered why i could only train half the skills, i will have to check his icon.

Thanks for all the additional reports and clarification. We were able to reproduce this internally, and track down the error.
A fix-up will be included in a future patch, that will repair existing copies of this Bridge Officer to be trainable by both Fed and Kdf aligned characters.

^^ Just trainable by FED or KDF aligned characters? I don't want a FED-Hierarchy Boff on a KDF-Romulan character. If we are lucky, that Boff might even attack the rest of the away-team on a ground-map.
On the other hand I can't imagine how that potato might look in a romulan or KDF outfit...

If Star Trek Online was an Open-Source (GPL) Game, we would have a low-grind fork.

Why would you want to change his uniform? Its unique to anything else out there, which imo is cool. We do after all try to make our own characters different from anyone elses.

KDF alligned Romulan and got a FED version of the Hierarchy Bridge-Officer, character T'Pia@torsten1009.
My real KDF character got a KDF version of the Bridge-Officer.
If Star Trek Online was an Open-Source (GPL) Game, we would have a low-grind fork.
Might help to know my character is a Borg Klingon.
