Academy Lt. Ferra Duty Officer Double Purchase (Intended?)

I noticed in my "In Progress" Accolades, one all the way on the bottom (called "New Duty Officers X2) tells me to visit Lt. Ferra at the Academy to "fill my duty roster with qualified officeres" but when I go down there and talk to him all I just see the option to buy Duty Officers for Dilithium.

Here's the kicker I had already purchased every single Purple Doff in every single category before the expansion and once you did that it would say "Already Purchased" but now I can buy the same Purple Doff's again thus having the same two Purples. It will only tell me that he was "Already Purchased" ONLY if I buy the second copy of that Doff.

Just wondering if this is working as intended, which I'm pretty sure it's not.
