Klingon Commander Swarm

I've been encountering the same Klingon enemy over and over. I forget the exact name, but it's something like "Commander Hugh" or something like that.

I've never seen him before Delta Rising, so I think it's a character swap glitch. Can anyone confirm this?

    You need to be More Specific.

    Which Sector,
    Which System,
    Which Mission,
    The Enemies Name
    Whats the Flying.

    Without some more detailed information no one will be able to help you.

    The name is "Commander Hugor", and he has shown up in every single Klingon Front mission I have encountered.

    Previously, I have never seen him prior to Delta Rising, which makes me think that he is a character swap bug.
