Launcher failure

My launcher will not start, nor will logging into Arc work on my PC. I cannot get to the launcher window at all. There is some evidence that this is caused by something in my PC as opposed to the client launcher or my account. To wit:

1) I can pull up the client and launch the game on my Mac laptop, but the launcher will not function on my PC.
2) I uninstalled and re-downloaded the full game, and the same issue persisted. EDIT: I tried reinstalling again, and now Arc keeps rejecting my login to even download the game. I even made a second account to see if it was my ID or password. Arc just refuses to let me in now. So, the game is off my computer.
3) Trying to get rid of Arc didn't help.
4) My Internet, which is an ethernet connection, is working fine in any other case.
5) As a control group, I successfully launched the Eve Online launcher without a problem.

When I try to launch via the icon on my task bar or from the application folder, a small window comes up which states that its trying to connect and to be patient. Then, after 7 attempts, a new window informs me to contact support and check my Internet connection. This problem began about three weeks ago. At first, I was able to eventually get the game to play, but it became increasingly difficult to get it to start, and for the past three days, it is completely unusable. I do keep all STO files on my E: drive, as opposed to my C: drive, but it wasn't a problem before.

Does anyone have experience with this problem? And, if so, are there any solutions? Any help is much appreciated.

    Since your Mac laptop works, this indicates the problem is with your PC and not the network connection....

    Without details on what is running on your PC, its hard to say what is causing the problem, as it sounds like something that is incompatible (anti-virus, networked utility, malware, etc.) is running on your system.

    In the worst case, you may have to reinstall your operating system from scratch...

    Thanks for the feedback. I am feeling this might have to happen, which would suck. I just wish I knew what it was that screwed everything up. STO was the last program I downloaded, and I just use MS Essentials for security. I assume its something to do with the launcher, as it worked for a while, then only worked occasionally, then stopped completely. However, deleting Arc and reinstalling has not fixed anything.

    What's really pissing me off is PWE hasn't responded. Arc and that company have achieved EA status in my mind. Arc is apparently some type of spyware, and the officers must be idiots to think that launchers make gaming easier. Its such BS. I'm fairly certain that had it never existed, this problem would never happen.
