Infinite possibilities have implications that could not be completely understood if you turned this entire universe into a giant supercomputer.
I'd say it goes down into the 170 range, then people realize how expensive upgrades are and decide not to push it (yet) or feel the need to bolster it with cstore packs. If not, the (un)availability of purple mats for superior upgrades will kick in... overall I don't think the ratio will go down to far, and in time start to rise again.

But for some players allowing a T5 Connie to be used breaks the canon in the game.

Have they? I was under the impression the event was just to give away a few upgrade kits prior to DR. I didn't think they were enabling the upgrade system early.

From the blog post yesterday; For the pre-release of Delta Rising, were including Tech Upgrades as craftable gear, and youll be able to use Tech Upgrades to improve your gear to Mark XIII, ultra-rare (ultraviolet) quality! Mark XIV and epic (gold) quality will not be available until Delta Rising is released.
You can go to ultra-rare mark 13 gear after today's maintenance.

The progession from lvl 50 to 60 is unique. When Delta Rising goes live you will be able to upgrade and use mk XIV epic gear at lvl 50 already. That is if they leave it the way it currently is.
Dilithium being in demand will drive the ratio down.
Say yesterday dilithium was worth 1/180th of a Zen, but now demand has pushed it to appreciate in value by 100% so now it's worth 2/180ths or 1/90ths of a Zen.

In theory, even the upgrades today should be big enough to basically drain all the dilithium out of the economy. This makes dilithium scarce. If it is scarce it is more valuable. If it is more valuable, it should take fewer units of it to buy 1 Zen.

I welcome a decrease in Dilithum : Zen exchange rate. That means I can get more Zen for the refined dilithium I have been stockpiling. I am feeling an itch to buy more Doff slots for my toons, and maybe some additional inventory slots. Plus it will decrease the amount of Zen I need to purchase to get some T6 starships, but I am waiting for more T6 ships to be released. The Guardian Cruiser looks okay I guess... at least it looks better than the Intel ships... But I want a T6 BoP.

The thing is, the code was already being pushed into Holodeck a month ago. They're just probably pushing the final touches and activating the code.

What makes you think Mk XIII isn't level 50? Its only equipping stuff above your level you cant do.
Crafting and upgrades are largely unrelated aside from the fact that crafting can get you access to cheaper upgrades than vendors can provide.
The more dilithium is in demand, the less dilithium it should take to buy 1 ZEN.
25 dilithium per ZEN means dilithium is very valuable and is highly demanded.
500 dilithium per ZEN means that dilithium is almost worthless and not seriously demanded.
