Well... that sucks big time. The only way to hope of getting them is to pay money to open tons of lockboxes?

    TRIBBLE that!

Buy the rifle off the exchange. 14 million is the average for VR. No point in spending 40 million for the UR version for less than 2% increase in damage.

The VR has all the same capabilities, marginally less damage.

Resell the R&D mats for the ec. 1000 zen worth of R&D mats generate an average of 75 million ec (currently). Double the return over key sales.

    No brainer.

Either the Xindi lockbox for a Very Rare, or the Request R&D Assistance doff assignment at the Academy for a Common.

Note that I received a blue Gumarre from the Request R&D mission. No, it was not the free one you get from before the change to this new crafting system since I was not maxxed out.

The free Gumarre is also BoP. The other is apparently not.

But as for the OP... you could theoretically use a common ground R/D doff, but... this gives inferior results.

Either the Xindi lockbox for a Very Rare, or the Request R&D Assistance doff assignment at the Academy for a Common.

The problem is in my experience I almost never get any doffs from the Request R&D Assistance assignment. I've done it on multiple characters at the same time and only 1 character would get a common doff with an R&D specialty and the other characters would get components and materials. What specialty it comes with is random, so your chances are as slim as a doff from a Xindi Lock Box.

I never really payed attention but you might get a doff on the R&D assignment only on a critical success, though I have noticed a critical and get no doff before.

The other problem with the R&D assignment is that it takes 2 days to complete and you have a long cooldown afterwards before you can do it again, which is probably 2 days. So you get a chance at a random doff, if it gives you any at all, once about every 4 days. There is no way of knowing how long the cooldown is or how long you have left to wait. All you can do is go to the academy and talk to the personnel officer and keep checking until it's available again.

So based on all of that, your best chance is to try to find the doff you need in the exchange. The problem with doffs that have an R&D specialty is that they are regular doffs just like any other and the only way to see if they have a specialty is to look at it's info. So if you're looking in the exchange for common Technician doffs for example, you have to right click each and ever single doff in the search results to get their info window to pop up and see if any have an R&D specialty you need.

Yup, the R&D doffs are very gated, either by cost or by time, both of which involve a random factor.

So based on all of that, your best chance is to try to find the doff you need in the exchange. Either that or you need to know their names. Here's a (partial?) list:
