I see they've put out a little information on the various new classes that are going to arrive soon (Phantom, Eclipse, Scryer, and Guardian). Do I assume correctly that the Guardian-class is the closest equivalent to a Sovereign-class vessel?

it's the only one that's a real federation design. a mix of Galaxy and Ambassador.

We don't know yet. No stats have been released. Visually, its the closest thing to a Sovvy, but that's not saying much. You'll have to wait till we find out more to make that determination for yourself.
It's all speculative, but I would be surprised if the new intel ships would lack in firepower. After all, Cryptic knows that dps potential is what sells ships and the new designs are in danger of becoming total mary sue ships that can do everything and better - until the next lockbox comes around
But we'll see. Maybe they acknowledge that a covert ops ship that's made to avoid confrontation will have less firepower (2 tac consoles, 4 weapons) as opposed to line cruisers. But I'm afraid they all will sport equal or more weapons than their regular counterparts, have ultra powerful damage enhancing abilities and at least 3 tac consoles.
