Couple of things the STO wiki isn't clear on. First, do tribbles only breed in the player's device slots if the player is on the ground (i.e., not in sector or local space)? Second, do they only breed if I've been playing for an hour on the ground, or does that time cross regions?
If you put any food item and a Tribble either in your Personal Bank or your Inventory, after awhile they will create another Tribble.
Tribbles don't breed while in your Device Slots, as far as I know. I've never left one there with food in another of those slots. But I have left a food item and a Tribble in a single Boffs slots, and have never had them breed.
It usually only happens while you are playing the game (doesn't matter in Space or on Ground play), but I've had a few times when one will pop up when I leave the game and sign back in later.
Many of the Episodes have a certain Food Item associated with them. If you use that item with a Tribble, it will create a Tribble that will give you a small buff against the main antagonist of that Episode.
Example: A Deferi Snow Tuber, fed to any Tribble, will give you a Tribble that Buffs you against "COLD" attacks from the Breen. (Cryo Tribble).

They don't seem to protect us doing combat only prior and after one. They only grow when you mix certain items together in the Bank or Inventory will they change or grow as you say..
I breed tribbles so they can be eaten by the cannibal tribble so that I will get tribble carcasses to turn in for 1,000 GPL.
But only the Klingon faction players can do that.

I am aware of the practical applications (or lack thereof) of Tribbles. That wasn't the question I asked.
I've had tribbles breed in device slots before, for example, I've had Lohlunat Tribbles breed while both a Nukara Tribble and a single piece of summer event food were on my toon (it doesn't seem to happen with stacks). I know they breed in the inventory regardless of being in space or on the ground, but do they only breed on my belt when I'm on the ground?
And they shouldn't be breeding while you're logged out, since it's only supposed to happen every hour of actual playtime.
In any case, it does appear that you have to be on the ground for them to breed on your belt, and that food items not be in a stack (or at least that there be an open space on your belt; further testing needed to confirm, but I'm pretty sure they don't just overflow into your inventory).
Also, a really quick way to gather up Tuffli tribbles for kebabs is to have a whole mess of second-tier tribbles (i.e. Suslo, Thompson, or Vitales) and an equal amount of unstacked Gagh (or any other 64% foods). Let an hour pass, and they all spawn Tufflis.
I don't really track Tribble breading. I just have some food and tribbles in my bank and personal inventories and I let "nature" take it's course. Additionally, I keep a cannibal tribble in both inventories.
I turn 'em in for GPL so that I can use the GPL to trade for contraband and also entertainment provisions. A critical success for provisions rewards a holographic entertainer between common and very rare; just for the sake of collecting the rare and very rare ones.
Everywhere I look, people are screaming about how bad Cryptic is.
What's my position?
That people should know what they're screaming about!

Many? No. The only tribbles you can get like that are the Cryo Tribble and the Gamma Quadrant Tribble (from Ketracel White). The Triolic Tribble (Comet Cocktail) gives a general Damage Resistance bonus rather than a psionic-specific one that would help against the Devidians.
The Mol'Rihan Tribble was for testing Season 7, the Nukara Tribble was given to everyone at the launch of LoR, as was the one for fighting Voth at Season 8's launch. The Borg and Fluidic tribbles are C-Store purchases (though those around for Season 1 and 2 testing were awarded them then).

Now I know from experience that Tribbles in your Bank slots do breed while in Space. (I've received them while in SB 24...) Breeding in Character Device slots is much less reliable...

True 'cuz the KDF see them as nothing more than parasites that should be exterminated.

You can also cook them into tribble kebabs that give decent buffs for ground combat.
