"The Game Couldn't Start Because d3dx9_43.dll is missing on your computer"

ok so i get this error when i try to get on the launcher and start the game and i don't know how to fix it any tips?

    Sounds like a corrupted system file. You may need to reinstall Microsoft DX9/DX11...
