First off - nice video. Great production value. Beyond using a spell-check for your typed content, the only fault is an impractical build.
DISCLAIMER: What I'm suggesting below is what I would do, based upon having a number of successful science builds which work for me. While this works well for me, it may not be right for you.
Having said that, by following a basic build strategy you will definitely increase your effectiveness. Throw in the proper usage of science abilities, rather than relying on spamming your space bar, you'll be a better science captain. Forget the gimmicky consoles, and use consoles that benefit your builds goals.
Weapon layout - Drop the dual torpedos, stick with one. Arguably there are better torpedoes than transphasic. In your case as a science vessel, use the Voth gravitic photon torpedoes. The work in harmony with your other science skills. In your build the chained CD made them ineffective.
Drop the dual beams, and use arrays 2 front, and 2 rear. Tetryon's always been an underperformer, having no additional value once you strip the shields. Polarons are cheap and very nice for shield stripping builds.
The third rear slot is up to you. As I level I throw in a plasma torpedo, but to do serious damage more consistently, I add another array or the KCB.
Having said that - NOT having 2x tac polaron consoles is a bit of a joke. Drop the gimmicky consoles in your tac positions.
If you want more damage than drain go AP. Drain however can be killer in the right hands
The shield resequencers are junk. FREE JUNK. Add an emitter array, the borg console, and a pair of flow capacitors (for that drain thingy we're talking about).
The Solane Set is the only thing on the build you have right. A great sci set that's free
Traits...yeesh, thats for another post. Good you got the photonic capacitor.
Doffs - You need a Deflector officer to lower your CD for deflector related (drain) skills. Drop 2 of the 30% BO doffs. Sheesh. Overkill for no added benefit to your dps. Swap in almost anything...
Note - you have turrets in the rear, but no skills for them. They are effectively dead weight. A KCB will double the damage from one slot, but i'll bet you dilithium using broadsides with 2 additional rear mounted arrays will more than double your dps. Broadsides will bring to bear five fully powered weapons, as opposed to 2.5 you're using now. Turn into the target when you need to drop a torpedo.
By adding 2 tactical consoles, you'll increase your base damage by 25-35%.
Skills - keep 1 BO, but add FAW. Focus on doing broadsides. More damage on more targets.
As for Tray 7/5 spamming, noob move. Rotating shields and fire everything is fine, but if you can't manage basic heals, buffs/debuffs on your own... ugh.
Lose the trans torps lose the tet weapons go polaron or phased polaron run the jem set for more dps lose grav well 3 go for tykens 3 witht the tykens doff pick up def officers to reduce cool down on tykens and engery sphon Run 4 beams 2 fore 2 aft run cutting beam with grav torp up front run beta with fire at will and torp spread for pve you don't need tac team run emp 2 weaps 1 and shields 1 with rsp with an rsp dof sci stations sci team 1 tractor 1 transfer 2 hazard 2 engery sphon 2 grav 1 with tykens 3 perfect setup for control and drainng in pve.
I don't want to use faw or aux2batt. The video is a basic/effective ship built out of items that are easy to obtaine.

If you got a killer drain build like mine, you don't need the tac consoles. Heck, I run my ship with no tac consoles and it does just fine in both PvE and PvP.

If that is the case, since I don't have time to watch the video, then the basics of a drain build.
1) Deflector with 26.2 flow caps (Jem'Hadar Mk XII set being the best IMO). 2 part boosts polaron damage a bit.
2) 5 fleet flow caps consoles. If you can afford the UR RCS or sci consoles with flow, even better.
3) Maxed flow caps skill
Just with that, you got a nice drain build with about 280-310 flow caps.
To the guy criticizing everything: you sir are wrong. This is a very practical and easy to manage build for new science players. No science ship should have more beams than torpedoes unless for some reason you don't want your science abilities to be a full aux power.

The only thing I would add is a short explanation of power levels and keybinds (you mention the tray binds but not how to install them), and you didn't demonstrate Feedback pulse even though it's in the build. Good work!

As far as your build, I think you are going for a shield penetration build. So if you want to stay. That way I wouldd go fleet level of that ship, not the mirror. Although the mirro can be done on a budget. I would go with three deflector officers, if you have three purples and three skills that use it, if my calculations is right in one minute, you should always have your skills at global 97% of the time. If you want to stay shield pen, I would go to one torp and four beam arrays, and the transphasic mine cluster torp. While mines have radius damage so anything in your gravity well should take damage from your torp. I would broad side, I would prefer FAW but that is a preference of mine. But the BO doffs do help in shield pen. The reason I prefer FAW is it has ten seconds of up time vs multiple targets, compared to one shot every thirty seconds with BO.
Just to show you what I mean with defector officers I have one build on my wells, where I run TR3, ES2, and TB2.
Withe the deflector officers I have a chance to lower my cooldown of these abilities every time one of them is triggered. I use TB2 to drain shields and as a trigger to up the others on a global cooldown.
On average I manage to get three TB2, two ES2, and two TR3 every minute, plus the fractures from the TR doff.
Let me know if I mam wrong about the penetration. I believe it is a possible build, but very difficult to build around. I think you would do better as a drain, shutdown, or crowd control build.
Either way thanks for the video. They are looking much better than when you first started, and at least you are doing something productive, and trying to help players.

People use science beam builds all the time, since the beginning of times. Oh wait, now it turns out that they were doing all wrong...
There are way a lot of methods to keep your weapons power steady and at the same time the aux power high as well. As a science ship, your speed should be really low, and your defense ratins should be lower than usual, for example. With that configuration, you can have aux power at high levels and weapons power just at 50, normal power. Classic configuration of a science ship. Now, it seems that you never managed too well your science ships..

It's painful that you think your build will help new players. Go try it in ISE, where players will go and not in some easy side mission. It's obvious you know little about Science builds, so don't try to make any more vids until you learn. You could've at least read the forums for a clue.

Run the Obelisk core with full Aux (24.6 secs of Siphon) and chain ES3 and ES2. It requires some flow caps to pull off, although you don't have to go completely crazy on them.
To the OP, the science captains are trying to help you. You should accept criticism so you can make a better build for the video next time.

Disclaimer: This guy seems to run his ship with full aux cannons, because it's the only explanation for the above statement.
Bad advice is still, bad advice. If you watch his video, 2 things are clear:
1.) He has decent vid development skills. This we can always use.
