Player unable to accept fleet invite

None of my settings have changed since first installed STO client, I have previously been able to accept invites for a fleet, but now I'm no longer in a fleet, for some reason when someone sends me an invitation, all they see is something like "the player is not accepting guild invites", I even checked my privacy settings, and the 'Allow fleet invitations' is set to yes, and visibility is set to everyone.
I do not want to completely eradicate STO client and having to re-download 3-4GB of files, there must be a game settings file somewhere that hold the client's configuration, if I can find that, I can delete it, and re-run the client, which would set all settings to default (I hope).

try teaming with the person before they send the invite. for whatever reason, this works quite often.
have another member of the fleet send you the invite. this is also the solution.
