I am part of the ROM/FED so I go to ESD and find a Security Officer to turn in the Chang-ling. New Romulus if you beam into the Embassy plenty there but only in a Fleet can you beam-in. Although I am an Ambassador - Attache you would think I could beam in to the Embassy. Nope
There is not curretnly a Security Contact on NEw Romulus, you either need to go to the one on ESD (near the big window below Admiral Quinn's office) First City on Qo'noS (in the great hall) There is also a Security Contact on DS9 and if you are in a Fleet, their is a Security Contact unlock Project.
From New Romulus Planetary Space, you can beam directly to the 'Open" Embassy, which is a 'social' map, however you can only get to the "Fleet Embassy" if you are in a Fleet, or if you get an invite from a Fleet member.
You would need two, one for a KDF allied toon and one for a Fed allied. Much like how there are two on Deep Space 9.

Not really .. .You'd just need a Romulan contact, as none of the missions are faction specific ... Make it a 'Tal Shiar" officer who is a "sympathizer" of the new Romulan Republic, and just wants to help out ... Put them on the opposite side of the balcony to the 'shady merchant"
I just ran into the issue of 7 marauding missions I couldn't click finish cause I had 20 folks in the brig all ready. Now I'm sitting in front of the Klingon Security officer doing 2 hour at a time mission to send these guys all off to slave camps.....but hay I'm making a killing for the little (level 25) Rommie in Marauding points.:D
They dont wont to add a officer for some reason i have been asking for one since i tested LOR on tribble as i was one of the few to get the early invite.
Cryptic are trying to force player travel and social interaction in the game, that's why ...
By putting these restrictions in place, they force players to travel and move between social zones, in the false hope that it will create more "atmosphere" in game.
