I was asked today if a friend should get a fleet console with +Hull Heal or +Hull Hit Points and I blanked.
Does +Hull Heal mean regular heal over time while my crew repairs my hull? or does it just mean when I use the bridge officer ability to heal my hull with Engineering Team or Hazard Emitters?
I am assuming it means just out the gate heal over time and engineering team but I thought I would ask.

Hull Repair (formally known as Starship HUll Repair, the skill) applies in both situations.
A higher Hull Repair stat boosts the amount of hull healed per unit time (Percentage of Hull/min). This value can be found by hovering the mouse cursor over the Crew bar. Crew, Red/Green Alert status and the Hull Repair stat affect the passive hull repair rate.
Hull Repair also affects abilities such as ET (that's why there are doffs that specifically boost Starship Hull Repair on use of ET). Increases to your Hull Repair stat also increase the healing amount of powers such as ET and Aux2SIF (Hazards is affected by aux power mainly, although it is still affected by Hull Repair since it's still a hull healing ability).

EDIT: In regards to your original question of "Which one should I pick, the one that increases hull repair or increases hull hit points?". It depends on your ship, but if you're flying a cruiser I suggest the hull repair console. That way, you already have a large amount of hull to burn through, and the extra hull repair stat bonus from the console will help your hull heals.
