Problem with catalysts

Catalysts dont always seem to work right. most of the time they seem to do their job for making components and the large xp projects, but i was looking at making a mk 10 plasma duel beam it went wrong as causes my scores to decrease.
i had a rating of 20+30 initially.
with chances
very rare: 0
rare: 13
uncommon: 37
common: 51
when i added a +50 catalyst to see the difference the chances went down
very rare: 0 (should have gone up)
rare: 8 (went down)
uncommon: 37 (same)
common: 55 (went up)
so my chance of getting a rare went down by 5 percent and my chance of a common went up by 4.
