Depends on what you want. But the most valuable lockboxes are the tal shiar one (for the plasmonic leech) and the dominion one (for the rich dilithium claims). More than that, its not worthy to waste a master key in a lock box, just sell it in the exchange.
I personally open a dominion lockbox everyday to gather rich dilithium claims in every of my toons. It cost me almost nothing, since with all my toons i can still save more than 300-350 zen every day. I keep increasing my zen ammount and at the same time i increase my lobi ammount (in really small steps, but thats better than nothing lol) and usually get a dilithium mininc claim pack every 2 or 3 dominion lockboxes, and its not really bad at all.
I join what the other said. Sell the keys (they are very expensive those days, twice what they used to cost). If you really want the lottery (and trust me on this, you'll likely ends up with a DOFF pack), then open a box for the claim or the plasmonic leech console.
Don't open them for the ship, you have about 0.5% chance to earn it.
I had a better yield of Mining Claims from Voth boxes than others; I've gotten a number of MU refit ships from Hirogen boxes. Just depends on what you are looking for. And I seldom open less than 20 at once, to help pile up the Lobi. :P

I been feeling this way with the few I unlocked. I'm getting nothing but duty officer packs. Which don't sale for enough to make up for the use of the keys. Hell in the past I gotten some good drops on the undine, but now I get nothing, but duty officer packs.

Seriously, i opened a serious amount of lockboxes over my 2 years playing this game, and i have won all sorts. Traits, consoles, ships among other things. I won a JHAS on my 11th doff pack. I won a TS destroyer on the 2nd lockbox i opened. Then again, i opened nearly a 100 Undine boxes and got no ship. 60 lockboxes for a Hirogen Hunter.
So yes its down to pure luck.
However, whether or not you open them with keys, either cash bought or EC bought, depends on the individual. A lot of the people who tell you not to open lockboxes, are people who live in the F2P method of playing and have far too much time on their hands mostly, as well as little real money to drop on the game. They skimp and save every ounce of dil, and they do it for a reason, because its usually the only place they can get it. As such, they try to project their own situation onto others playstyle.
Personally, i hate F2P. I feel it encourages the most selfish and backward community spirit in a lot of players. You only have to look at how some people behave on this game and games such as Neverwinter to realise that.
This is my take on lockboxes. Opening them is fun, and you can win cool stuff other than ships. Also, when you open enough of them, whether you win a ship or not, you will still eventually have enough lobi to buy a ship anyway.
If you have the spare cash, and you like STO a lot, then its not a bad thing to open lockboxes. However something i must add, if there is a specific ship you desire, it is usually cheaper to buy master keys and sell them and use the proceeds to buy said ship, than it is to try and win it unless you get very lucky. This i agree with as stated by others here.
However, best time to open lockboxes is in a few days when the Xindi one drops!
TLDR: Bottom line, if you have spare cash, and you like the game a lot, buy some keys and open away. Best of luck to you. Don't allow some players particular mindset based on their own circumstances create a perception that opening boxes is 'bad'. I enjoy it every now and again. More often than not i make back any money i spent on boxes by selling the things inside or by finding things in the boxes i would have wanted anyway and would have had to spend money myself to buy in the long run.

A somewhat simpleminded opinion.
Not everyone is a foundry eploiter and the Dil from a few claims on several toons can come handy when it comes to a "dilithium gap" in Starbase projects.

Of course if you keep stacking em in 1 single character, yes maybe thats your problem. There is not a greater satisfaction that to use just 1 minute to get 5000 dilitium when you dont have enough time to do anything at all. In my case, that in the past i only had about 30 minutes everyday, minning claims for me were essential. And i guess in that situation are plenty of people.

The ship drop rate of a lockbox is ridiculous and i NEVER got a lobi ship, same situation than A LOT of people. Dont pretend to say that you got a lot of lobi ships, valuable items just opening, lets say 400 lockboxes, because that is a lie like a temple. Or as i said, maybe you are just trolling around.
The best thing you can do with master keys if you dont want to adquire mining claims, leech, or something else is to sell em on the exhange. Period. Every reasonable person will tell you that, because its common sense. Unless you love gambling, of course and unless you are a rich people who doesnt care to buy dozens of keys every day and open thousands of boxes.
Still wouldn't bother unless you are looking for lobi though.

No it isn't, you get lobi. Remember, lobi can be used to buy things which includes awesome toys and some of the sweatest threads in the game. Sure, for a starship you're going to be better off just selling the keys and pulling something from the exchange but for the content which you can ONLY get from the lobi store (ex. Undine Wrist lance, or as I like to call mine "Death Junior") opening lock boxes can be well worth the expense (Death Junior would certainly agree to that.)

I used to save all my dil for rep projects but now I'm finished all of those I just use it to convert to zen for keys.
I normally sell a couple a week for about 6 million ec and then any others I'll open boxes. It's costing me no real money and I've no use for all the dil in game so might as well have a go at wining a nice prize. If I win even the cheapest lockbox ship (~60 million on the exchange roughly) then that's more than enough ec to buy anything I need or half way to a more pricey ship of the exchange.
Plus the lobi slowly stacks up too which will be useful when a lobi sale comes along.
I'd love a tal shiar battle cruiser but no luck yet!
Still when it costs nothing it's just a bit of fun.
