Is it worth having Tractor beam mines and Nukara web mines together? Do they share a cool down? and f so, then basically you are only able to use a single mine launcher in the rear slots?

Or maybe the Nukara mines with a regular mine launcher?

Mines share a cooldown, so no they don't work well together.

As for mines in general, the Nukara web mines are one of the few that seem to be favoured in PvE play and are quite good - again based on your choice of deployment skill.

Tractor mines can be very helpful, but again it's based on your opponent. If they have FAW or point defense, the mines are useless.

I prefer the tractor mines for PVE. They last for a long, long time if not shot down, and the NPC AI does not seem to have enough sense to shoot them! They also are better at interception of nasty torps and fighters, and they are free. The web mines are nice, but cost a fair amount and are not quite as good as a missile/fighter defense system. Fighters are uncommon in most PVE, but targetable nasty projectiles are very common.

2 launchers is about the limit, the cooldowns overlap but you can leave them off auto-fire and decide whether you want to drop tractors/webs or damage, and when and where. Its a lot of micro-management for small rewards to do that.
