She tried everything but it won't work, she cleared cookies on IE, verified game files, re-installed it but it still won't work. She has no firewall on. She starts the game and the launcher login never loads up, is there anyway to fix this?

Sorry for the lame joke, I can't help myself.
Two things you can try:
1-Check windows firewall. Put STO as trusted if needed be just as a test. If it doesn't work you can roll back.
2-Try lowering Internet security setting to the minimum or none at all and see if it changes anything. You can also roll back.
Please note that these actions are not very recommendable, but since you know exactly what you are launching...
If so try installing chrome or firefox and setting them (the one you choose) as default browser. See if it changes anything.
But I'm convinced it must have something to do with security definitions.
Has she tried running the launcher as administrator? That helped a TON of issues I was having.
Have her Go To (this is default): C:\programfiles(x86)\cryptic studios and right click on the file with the proper icon (called Star Trek Online) and click run as administrator. This pops up a windows "are you sure you want to let this program make changes to your computer" click yes, and it will run normally. This should fix it.
To make it run as such all the time, right click on it, click properties. Then click the compatibility tab, down at the bottom check run as administrator, then click apply, then ok. You will then need to only launch it normally for it to run as administrator.
With each update the .exe file changes so Firewalls think it is a new program and hence should ask for permission when it tries to access the internet. Most likely the firewall settings are set to auto block instead of asking the user if they wish to allow it or not. Some users of Zonealarm and the like always think the launcher has broke and post threads like 'stuck on cryptic loading screen' etc as the game is running full screen and they just cannot see the firewall notification which is asking them if they wish to allow the program or not. Of course if they ran the program windowed after a new patch this would not be an issue.
