Common DOff missions only for resource gathering?

I can only start common quality DOff missions for gathering the new crafting resources, even though i appear to meet all the qualifications for the uncommon and rare missions. Is this a known issue?

    Hrmm, I've been doing Common, Uncommon, and Rare assignments.
