If you happen to have tier 4 diplomacy or marauder, be sure to pick up your cross-faction boff.

Superior Tubterfuge also greatly increases the decloak damage bonus levels. To around 40-45%, IIRC.
Also, Efficient trait isn't what it used to be. It got nerfed a long, long time ago. There was a time Fed Saurians and KDF Letheans were absolutely essential to a build due to Efficient traits. They used to sell for a lot of money on the exchange because of this. But Cryptic nerfed them to oblivion. Now they're worthless on the Exchange.
Another factor making Efficient trait a lot less useful than they even were after the nerf, was that it's very easy to get high power levels. People even base their builds to have 75+ at all Subsystems. There's so much power to be had. Space set items, set bonuses, consoles... so many sources of extra Subsystem Power, that there is no reason to stuff on a Lethean or Saurian anymore, unless you simply had to have then as part of your bridge crew.

Since you mentioned Romulan (Romulan Operative: +crit and crit severity, reduced cloak cooldown) I'll assume you are of the Romulan faction, though you could just mean the Embassy boffs... if you are with the RRF, don't forget:
RRF: Reman (Infiltrator: + cloak stealth, +defense, +ambush duration)
...and the...
Romulan/Reman (Subterfuge: +cloaking effect, +defense, +damage after leaving cloak)
...that come with almost all Romulan/Reman boffs. Oh, and...
D'Vex has (Space Warfare Specialist: +maneuvers, targeting, energy/projectile specializations), but like Efficiency it's a really minor bonus.

Sadly, only Operative and Infiltrator have Superior and Basic versions; Efficient, Leadership, Pirate, and Subterfuge only come in the normal version. Also, Efficient only adds +7.5 to your Warp Core Efficiency for a rather minimal benefit, so make sure to prioritize other space traits first.

But really, if you're a Romulan, go full SROs with a Reman with Superior Infiltrator. Or if you're Reman do a full crew of SROs. Anything else is a waste.

lol.. if you think so.. not for having a super pover creeped ship your ship is going to be a waste.. not everybody wants 4 SRO in their stations. Some just use other tactics than full crit boost, and trust me they perform just as good as a crit layout.
