That would be colonists. You can use them in a variety of assignments (most notably the colonial assignments in the exploration clusters), as well as some fleet projects.
you can sell extra colonists on the exchange. I forget how much they go for, maybe 15k? I haven't checked recently, I just don't resettle unless I have room, or know I will have room(due to having a mission queued that will consume several).
It's worth paying attention to look for the mission to banish them to the frontier. You get 500 dil on success 1500 on crit for 5 colonists.
You can put colonist up for sale on the Exchange. They are listed under the Civilian category. On the left side of the Exchange window. You might need to scroll down. Click to expand all civilian type duty officer (Doff) professions then click "Colonists" to see the current prices.
There is a Buy and Sell tab in the Exchange window. The default is Buy. Once you click the Sell tab you should see a slot for you to drag in whatever you want to sell, then you can set the price.

If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
If you don't want to sell on exchange, and your mail box isn't full; mail them to yourself and they'll be ready for the Colonization doff mission that gives you an easy 500 Dil. The mission pops up about every other day, so getting rid of colonists doesn't take much work.
