beam overload & fire at will cool downs

I just noticed that both have different cool downs, was wondering if this is a bug or not.
Beam overload when having 2 abilities, one will be at 30 seconds while the other is 15 seconds. which is normal. Though Fire at will when having 2, one goes 30 seconds cool down while the other at 20 seconds. Would of thought fire at will, also will have the 15 seconds than the 20 seconds?

    Just how the designer coded bfaw. It's broken as is, so an extra 5 seconds uptime would be down right unjustified

    From what I heard, FAW used to be the way the other skills were, but was nerfed to its present state.

    FAW used to be broken in that the crit rate for all beams firing was the same as for a single pulse of a single beam. A few patches back they fixed that and now each pulse in the spread carries the same crit rate. That's why, now, I can hit BFAW and watch crits popping up everywhere. When they initially fixed it it was actually critting too high making it a bit OP. They did tone it down a bit but my FAW still pops crits all over... especially with an AP build.
