Legacy Pack question

Hi,

I am just wondering if the contents of the Legacy Pack, except the keys, is available on all characters on your account? I am particularly interested in knowing if the 2 extra Bridge Officer Slots is an account wide unlock, a Romulan faction only unlock or character specific?

    All the content in the Box seems to relate to Romulan only.

    At least I havn't found anything that benefits my Fed or KDF chars.
    Don't look silly... Don't call it the "Z-Store/Zen Store"...
