the breen set says +30 for transphasic projectiles. is that a bonus to damage or a percentage? for example if a torpedo does 1000 damage, does the set make it 1030 or is it 1300?
If you have the set you can simply slot it and see the damage increase for yourself simply by mousing-over a weapon and looking at the numbers. It has been a long time since I have used that set so I really do not know - and STO Wiki is not overly helpful in this instance.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

Yea... STO wiki needs to update. Heck... they haven't gotten around to updating everything about the Assimilated Undine or the new Undine ships yet... and I think they still lack pics and stuff for some Devidians!
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

reason i was wondering is that with transphasics, the breen set gives you +30 and the rule 62 console 11%.
Photons get rule 62 11% + the energy relay 26.2% and the protonic arsenal set 22.9. my math puts that at 60%
a photon mk xii dmgx2 is 3216 damage the corresponding transphasic 2326. with the transphasic firing 6 times a minute and the photon 10 times a minute I was wondering if the photons are coming close to bleed through damage for a submarine build the rough math i did makes it look to be about 1200/minute in favor of the transphasic, but i suck at math
I think the wording is a holdover from back when each Weapon and Ship Type was a specific Captain Skill. At the time it would have been just +30 to Transphasic Skill. The description just hasn't been updated.

More so if you get the Transphasic Mines. They have around 80% bleedthrough. Although, I am not really sure they do better than Tricobalt Mines.
The deal with submarine builds (other than being fun to play) is that you will do better with mixed types than a single type. Maybe one heavy type with a long cooldown, a medium like chronitons or transphasics and some then something quick like photons or plasma. That way you can avoid shared cooldowns.
If you have the ferengi missile launcher, its really good for activating the Projectile DOff's special ability to lower your other torp's cooldowns.
If you are wanting to know about torpedo boat builds, I would suggest this thread:
