Sorry for the newb question but it is something that has been bothering me for a while...
During a ship battle, is seems that when I get close to another enemy ship my ship seems to slow down (not a tractor beam) - even when I am running at full impulse.
Is this due to the engines lacking power due to me firing? or maybe the weapons I am being hit with?
There is nothing inherently causing your ship to slow down. Depending on your graphics settings you could be under the effect of some type of attack and just not noticing the effect displayed on your ship.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
All ships have a "hit box" that basically is the "shield bubble" around the ship, if your "shield bubble" collides with an enemy "shield bubble" you'll slow down or even stop, depending on how you hit them.
The Scimitar (and her sister ships) are perhaps the worst, as they have a "hit box" about half the size of the Alpha Quadrant, but most other ships you can get within about 0.5K before you "bump" into them.
Wait until to you reach the target range is around 10.3 distance or look at your weapons you be active. Then put up your shields and fire. The EPS system or Power Rate Flow you have to watch how and what your using full impulse the power has to come for somewhere so you have to direct the flow to what you want. Weapons full then either balance the power. Look for consoles that increase the EPS and Power Flow Rate. That's start. Still shield 100%, weapons 100% and impulse 1/2 speed just don't want to go dead in the water because of weapons be fired-up.

If you are using Quad Cannons they do drain engine power and will slow you down slightly, but it isn't very noticeable
