I thought Cryptic said we could switch out our traits when ever we wanted. That suppose to been one of the positive aspects of the "New" trait system. Truth is you can Only switch them out in Sector space. What good is that? The perk was to be able to switch them out on the Fly. What a crock of &@?%. This is more aggrevating than its worth. Better to just do one type of mission and be done with it.
IIRC they specifically said at the time that it could only be done in sector space and in social zones. The idea, presumably, being to prevent exploitation of the system in PvP, and to give your choices in traits some kind of consequences.

As far as I know you can only switch them when not in a Mission. So if you are at ESD, or outside ESD, or in Sector space, or where ever, you can switch them, but once you actually enter a Mission zone you are stuck with whatever you picked.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I really like the handling of the Personal Traits now, but it needs just a bit more...convenience. Having to manually swap out traits everytime you go from space to ground, or vice versa kills some of the fun, especially when playing episodes that have both gameplay aspects during which you can't switch traits and are forced to split the effectiveness of your traits by mixing space and ground together before starting.
Personal Traits should be split into Space and Ground like the reputation passives, but without the crushing limits of the reps. 8 slots space, 8 slots ground. Everyone wins.

They never said any such thing- they said you could swap them when not in combat, which was done specifically to prevent swapping traits in mid-combat. You know, basically it's to stop people from using 12 benefits in 4 slots by constantly rotating them.
To that end, were changing how powers are selected you can now change your selection of passive Reputation Traits for free, any time youre out of combat.
I see the logic of their decision of not letting you change traits within missions or event zones like Defera. Because people would always change for all ground or all space traits, leaving a little less challenge.
