I have a full compliment of Duty officers but as i'm new, most are still while :P
I read bout the exchange where you can swap out 5 low colored ones for 1 of a higher tier and I tried this last night and encountered a problem...
When I went to exchange 5 of my whites to get a better Dof, for some reason only 3 white Dof's were available for me to select to swap ? Even though I have loads of whites and only a few out on a mission.
Have you put those white doffs on the active roster so that they are bound? If so you can't use them for the underperforming mission. Only unbound doffs can be used for the upgrade.
Most of the early white duty officers you get from leveling are bound to you and cannot be traded in at the personal officer. They can be used later once you finish Beta Quadrant duty officer exchange lines (Bajoran, Cardassian, Pandaran, and Kermen). Until then you can either use them or dismiss them.
I never bothered to up-grind white Doffs into blue Doffs. I simply sell them on the Exchange; except the Doff bound to my account. When you start off you will have a lot of white Doffs especially since the Doff recruiting missions primarily rewards white Doffs. Sometimes you get green Doffs and very rarely do you get blue Doffs. Once and only once I got a purple Doff from those generic recruitment missions. I for my KDF toon and it was a purple security Doff who was with his/her weight in gold pressed latinum or around 1.7m ECs on the Exchange.
Excluding the Exchange where non-white Doff can end up costing you a lot of ECs, the best way of getting non-white Doffs is by doing the various Asylum missions that may pop up either in sector space or in orbit of a species' homeworld. You will need to purchase a refugee that meets all or most of the requirements to improve the odds on the quality of the Doff you may receive. I say "may" because there is always a small chance that you will not receive a Doff in return.
Words may have been passed around about you incompetence as a captain. :D:D
Building up your Doffs without spending a lot of money will take time so be patient. Especially since new toons generally do not have a lot of ECs anyway. I always keep about 5 Doff slots open. That allows me to continually run the recruiting missions when the cool down time is over. Newly recruited toons would then able to join your roster. At that point you can either sell that Doff, or a Doff that will be replaced by the new one.
If you are going to play a lot of Doff missions I recommend going with at least 200 Doffs. Meaning pay the 725 Zen to get another 100 Doff slots. The more slots you have the better you are able to actively have 20 Doff missions running. My KDF toon has been running around a with 200 Doff slots. I have very few white Doffs; most of them are blue Doffs, but I have a decent number of purple Doffs. I will be buying another 100 Doff slot soon though since I wan t to expand my roster even further.
