I replayed the entire Spectre story arc yesterday and I received my 15 lobi and the Ophidian Cane.
I played "Everything Old Is New" tonight and did not receive my 15 lobi. It has been about 24 since I last played that mission yesterday since it is part of the Spectre story arc. What gives?

Was it in your log before the event started? Only newly accepted missions provide Lobi.

this happened twice with me as well, i don't know if its because i already had the mission on the log, but when i did another mission i didn't had in my log afterwards, it counted(the mission this happened was night of the comet).
Never had this problem. I played "Spin the Wheel" once a day and always got the lobi reward til now. Maybe it has something to do with the cooldown for this. The discription says "once per day" not every 20 hours. Depending on where you actually live and the time and date the server actually runs on can result in some annoying problems.
Like you playing the mission in the evening but the server is already a few hours ahead and is set on the next day. In this case you would already got the reward for "this day" even though it's still the previous one at your place. Or something like that.
The easiest way to reduce the chance of this happening is to use different characters each day. As the lobi are now account bound, you do not have to worry about not getting the lobi on the character you want. Of course, this depends that you have multiple qualifying characters.

nope not really. I simply do spin the wheel daily. And remember guys there is a 20 hour cool off. not just reset daily.

I completed the entire Spectre story arc at around 11:00 pm Saturday night to get the staff. I replayed "Everything Old Is New on Monday 12:30 am and finished it sometime before 1:00 am. That is over 24 hours in between repeating the same mission.
Well, then it must be a bug. The only thing you can do is try it again. Of course dont expect to receive "free" lobi crystals for your bad luck lol.
I already completed 2 featured episodes, received my 30 lobi crystals. Of course i am not doing the spectres arc since the reman boff and the orfidian cane are not worthy at all. And the devidian "dark" episodes are ugly. I am just focusing on the two episodes of the breen and ominion story arc to get my breen boff and the sharp of possibilites. The Breen boff actually is not better than the reman one, but meh, i dont expect cryptic someday to give us "REAL" worthy boffs, that will be too much to ask.
If you have a mission that was started before the Lobi event, it won't reward you lobi credit.
The only other possibilities is that you didn't get Lobi is that it didn't complete the cooldown or you not noticing the lobi being rewarded and likely stacked with the other lobi in your inventory (if you have it in your ship's inventory).

Clearly I did not did not queue up the same mission prior to the start of the Replay Event since I queue the mission immediately prior to replaying it.
I store my Lobi in my Bank, I do not keep it in my inventory; ever. My inventory shows no Lobi Crystals on Monday @ 1:00 am. My bank shows the same amount of Lobi on Saturday @ 11:00 pm and Monday @ 1:00 am.

You know that it isn't when you start it but when you accept the mission, right? If you have accepted the mission before, you need to drop it and re-accept.

Yes, probably, since this isn't a problem most people are having and devs cannot fix it if they cannot figure out how to recreate it.
You should hear a small trigger sound when entering a mission that grants a Lobi reward.
What faction? Profession? Species?
You are turning in the mission, including the final hail with Drake after beaming out?
Have you tried doing a different mission? (And if so, that should use up your cooldown for the day. But will get you your Lobi.)
