respec required for T5 skill?

I just finished Omega T5 on an alt and I cannot slot the abilities. It is telling me that I have to respec my skills in order to use the abilities. Has anyone else run into this?

    In the end it gave me a free skill respect. I am not sure what the problem was. I set my skills to be almost exactly what they were before. After the respect I got my T5 power, not that I really needed it. I don't think I have ever really used this the Omega T5 ability regularly.
